Permanent Worker Recruitment Announcement (For Former Convicts or Those Covered Under the Anti-Terror Law)
In accordance with the provisions of Labor Law No. 4857 and the Regulation on Procedures and Principles for the Recruitment of Workers in Public Institutions and Organizations, permanent worker recruitment will be carried out through Turkish Employment Agency (İŞKUR) for employment in the service units of our Presidency, as detailed in the table below.
The announcement for permanent worker positions will be published on the İŞKUR website. Candidates who meet the requirements must submit their applications within 5 days from the date the announcement is published on the İŞKUR website, via www.iskur.gov.tr.

I. GENERAL CONDITIONS
- To be a Turkish citizen,
- Regarding military status,
a) To have no military obligations,
b) To not have reached the military age,
c) If of military age, to have completed compulsory military service or to have been deferred or transferred to the reserve class.
- Not to have been dismissed from duty or profession under the relevant disciplinary regulations of public institutions and organizations and not to be deprived of public rights.
- To have a positive result in the security investigation and/or archive research conducted under Law No. 7315 on Security Investigation and Archive Research.
- Not to receive a retirement, old-age, or disability pension from any social security institution.
II. SPECIFIC CONDITIONS
- To meet the educational requirements specified in the announced workforce demands as of the application deadline.
- Not to have received a retirement, old-age, or disability pension from any social security institution.
- For the recruitment of ex-convicts or personnel under the scope of the Anti-Terrorism Law, candidates must have received training in at least one of the following areas by the application deadline and provide certification: hygiene, cleaning rules, properties of cleaning materials, proper cleaning techniques, and cleaning of high-risk areas.
- For the recruitment of ex-convicts or personnel under the scope of the Anti-Terrorism Law, candidates must provide documentation proving that they have no physical, mental, or psychological health issues that would prevent them from performing their duties continuously.
- Since the recruitment for the service types/professions required by our Presidency will be carried out at the provincial level, candidates must reside in the province specified in the table as of the announcement date. (In applications, the addresses registered in the Address-Based Population Registration System will be taken into consideration.)
III. APPLICATION METHOD, LOCATION, AND DATES
Applications will be submitted online through the İŞKUR website between March 17, 2025, and March 21, 2025.
IV. ORAL EXAM ANNOUNCEMENT AND DOCUMENT SUBMISSION PROCEDURES
- Candidates included in the final list provided to our Presidency by the Turkish Employment Agency (İŞKUR) will be invited to the oral exam.
- The date of the notary draw, the oral exam date and location, the required documents to be submitted by the candidates, and the document submission deadline will be published on the official website of Health Institutes of Türkiye (www.tuseb.gov.tr) under the Corporate / Human Resources section.
- Candidates who submit the required supporting documents regarding the general and specific qualifications for the position they have applied for by the announced deadline will have their documents reviewed by our Presidency. Candidates who meet the requirements will be invited to the oral exam. Candidates who do not meet the requirements at the time of document submission, as well as those who submit incomplete documents or fail to submit any documents, will not be admitted to the exam.
- Candidates must be present for the oral exam on the specified date, day, and time. Candidates who do not attend the exam at the announced date, time, and location will not have any right to claim. (Excuses such as medical reports will not be accepted.)
- The list of candidates eligible to take the exam will be published on the official website of Health Institutes of Türkiye (www.tuseb.gov.tr) under the Corporate / Human Resources section. No additional written notification will be made.
V. ORAL EXAM PROCEDURES
- All candidates applying for any position will be subjected to an oral exam. The evaluation of the oral exam will be based on topics covering the candidate’s professional knowledge and competencies related to the position. The oral examination will be conducted by the examination board, and each member will evaluate the candidates based on the following criteria:
a) Level of knowledge regarding exam subjects (50 points)
b) Ability to comprehend and summarize, articulate a topic, and reasoning skills (10 points)
c) Merit, representational ability, behaviour, and reactions appropriate to the profession (10 points)
d) Self-confidence, persuasion skills, and credibility (10 points)
e) General aptitude and general knowledge (10 points)
f) Openness to scientific and technological advancements (10 points)
Candidates will be assessed on a total score of 100 points, based on the questions asked in these areas. The candidate's final score will be determined by calculating the arithmetic average of the scores given by each board member. (To be considered successful in the oral examination, candidates must obtain a minimum score of 70 out of 100.)
- Following the oral examination, the list of successful principal and substitute candidates will be published on the official website of Health Institutes of Türkiye (TÜSEB) (www.tuseb.gov.tr) under the Corporate / Human Resources section.
VI. OBJECTION TO EXAM RESULTS
Candidates may submit objections to the exam results to the examination board within five (5) business days from the date of announcement, by stating their justifications. Objections will be reviewed and finalized by the examination board within thirty (30) days at the latest, and the results will be communicated to the applicant in writing.
Petitions that do not include the applicant’s Turkish ID number, name, surname, and address, as well as objections submitted after the deadline, will not be considered.
VII. OTHER MATTERS
- Applications found to not meet the required conditions may be rejected at any stage of the announcement and examination process.
- Candidates who do not meet the required qualifications for appointment, or those who have made false, misleading, or fraudulent statements but have been placed according to their preferences, will not be appointed. Even if done inadvertently, the appointment process will be cancelled. Candidates who fail to submit the required documents within the specified deadline, despite meeting the qualifications and conditions of the positions they have been placed in, will not be allowed to commence duty.
- Each candidate may apply for only one occupation listed in Turkish Employment Agency (İŞKUR) published list.
- Candidates must meet the required educational qualifications and specific conditions for the job positions, as specified in the workforce demand published on İŞKUR, by the final application date.
- The probation period for the hired employees is two (2) months, and those who fail to meet the required performance standards during the probation period will have their employment contract terminated.
- In cases not covered by other provisions and matters, actions will be taken in accordance with the relevant legislation and regulations.
- Candidates who submit incomplete documents and/or provide false documents will not be allowed to participate in the lottery or oral examination and will have no right to make any claims.
- The recruitment for the services/occupations required by our Presidency will be carried out at the provincial level.
- Applications from individuals who have been dismissed from their positions or professions in accordance with the relevant disciplinary regulations of public institutions and organizations, or who have been deprived of public rights, will not be accepted.
- In cases where new service units are established in different provinces, existing service units are closed, or where the nature of the work or workplace requires it, the personnel may be relocated or temporarily assigned to a different position, taking into account their personal rights as much as possible.
- Employees who commence duty will be paid the salary determined for their position in accordance with the additional 28th article of the Decree Law No. 375 dated June 27, 1989. (The total net amount of all in-kind and cash payments made under financial and social rights and allowances will not exceed the total net amount of payments specified for similar personnel under the financial and social rights and allowances provisions of the additional 11th article of the Decree Law No. 375 dated June 27, 1989.)
- According to Article 9 titled "Submission of False Documents or Declarations" of the Regulation on Procedures and Principles to Be Followed in the Provision of Public Services, candidates placed in the positions of our Directorate who submit false documents or make incomplete, false, misleading, or fraudulent declarations will not be appointed. Even if made inadvertently, their contracts will be terminated, and they will be dismissed from their duties. Furthermore, it should be known that legal action will be taken by our Directorate in accordance with the relevant provisions of the Turkish Penal Code. If any financial payment (such as salary and similar) has been made to these individuals, it must be reimbursed along with legal interest.
