Cooperation Talks Held Between Türkiye and China

On 8 September 2025, the Turkish delegation led by H.E. Prof. Dr. Kemal Memişoğlu, Minister of Health of the Republic of Türkiye, held meetings with the National Health Commission (NHC) of the People’s Republic of China.

The Turkish delegation, comprising Deputy Ministers Prof. Dr. Nurullah Okumuş and Assoc. Prof. Dr. Şuayıp Birinci; President of Turkish Medicines and Medical Devices Agency (TMMDA) Prof. Dr. Ahmet Ayar; President of the Health Institutes of Türkiye (TÜSEB) Prof. Dr. Ümit Kervan; Director General for EU and Foreign Affairs Dr. Aziz Alper Biten; Director General for Health Services Specialist Dr. Hasan Basri Velioğlu; Director General for Health Promotion Assoc. Prof. Dr. Muhammed Atak; Acting Director General of USHAŞ Alparslan Kürşat Hacımustafaoğlu; as well as rectors of various universities and other officials, held talks with the National Health Commission (NHC) of the People’s Republic of China. The meetings were conducted with Mr. Lei Haichao, Chair of the NHC, and his delegation.

The meetings addressed such topics as digital transformation; biotechnology and innovative health technologies; public health policies; traditional medicine practices; hospital management and human resource development; as well as regulatory cooperation, including the alignment of licensing processes for pharmaceuticals and medical devices, data/stakeholder sharing, and clinical research. 

H.E. Kemal Memişoğlu, Minister of Health of the Republic of Türkiye, emphasized Türkiye’s determination to enhance cooperation not only with the West but also with the East, and stated that productive and sustainable partnerships are envisaged between Türkiye and China.

As part of the visit, the delegation paid a visit to the Embassy of the Republic of Türkiye in Beijing and held consultations with Ambassador Selçuk Ünal and Embassy staff; met with Turkish business representatives and academics; and conducted bilateral meetings with Chinese stakeholders.

Prof. Dr. Ümit Kervan, President of the Health Institutes of Türkiye (TÜSEB), stated that technical-level efforts will be initiated to advance joint projects, strategic partnerships, and future-oriented concrete steps between the two countries. It was agreed that, in the upcoming period, TÜSEB and Chinese institutions will develop joint projects in the fields of biotechnology, AI-supported health solutions, and traditional medicine research.
